New Orleans
New Orleans and Biloxi are gone, fucking gone. They need to declare New Orleans as martial law and just hand it to the National Guard. Have the Guard fly fucking Apaches around and anyone they see who's looting something besides food or something necessary, have their 50mm guns blow them the fuck away. They need to do it from the air, or else it'll just be Iraq in Lousiana. The looters are stealing guns and shooting police officers. Blow them the fuck away with Apache helicopters, that'll slow things down quite a bit. Hell, just flying them around'll scare the shit outta people.

lol, its a person that steals things from the stores (usually during a war) when no one's there to watch over the store.

like have you ever seen jumungai? (i f'd that spelling up, lol)
all the people are goin in that store and takin everything? yeah. well thats a 'looter'

Or steals things from a store after a natural disaster. After Hurricane Charley, the National Guard was deployed in Charlotte County to prevent and discourage looting.
